Russia and West tussle at Syria peace talks

GENEVA (Reuters) - Russia and Western powers locked horns over a peace plan for Syria on Saturday as U.N. mediator Kofi Annan warned the conflict could spread across the Middle East and beyond.

Foreign ministers and international diplomats were meeting in Geneva with governments still in dispute over whether Syrian President Bashar al-Assad, condemned in the West but still backed by Russia, could have any role in a political transition.

"The Russians have set out a series of objections with the current draft. The Russians are stonewalling quite a bit," a Western diplomat told Reuters as the talks paused for lunch.

"A redraft of the text is looking likely," she said, referring to Annan's draft proposal.

Annan, the former U.N. chief and the special international envoy on Syria, is hoping for consensus on a plan for a unity government that would exclude controversial figures from leadership - effectively meaning Assad would step down.

"We are here to agree on guidelines and principles for a Syrian-led political transition that meets the legitimate aspirations of the Syrian people," he said in opening remarks.

"No one should be in any doubt as to the extreme dangers posed by the conflict - to Syrians, to the region, and to the world."

His appeal gave a note of urgency to the need for world powers to move closer in their positions as the 16-month-old conflict in Syria deepens. His plan for a negotiated solution is the only one on the table.

Moscow objects to any solution imposed on Syria from outside. The United States and its European and Arab allies see no way ahead while power remains in Assad's hands.

As the diplomats gathered at the U.N. complex by the shores of Lake Geneva, the Syrian army rained mortar fire on pro-opposition areas in Deir al-Zor, Homs, Idlib and the outskirts of Damascus, opposition activists said.

Government troops were fighting rebels of the Free Syria Army in several places. Syria's border with Turkey was also tense following a Turkish military build-up in response to Syria's shooting down of a Turkish warplane last week.

More than 10,000 people have been killed since the anti-Assad uprising broke out and the past few weeks have been among the bloodiest.

DIVIDE AND FAIL

Annan said the crisis should never have reached this point.

"Either unite to secure your common interests or divide and surely fail in your own individual way. Without your unity, your common resolve and your action now ... nobody can win and everyone will lose in some way," he said.

The mood of pessimism was reinforced by a senior U.S. official who said the talks might not reach a deal on Saturday.

"Discussions remain challenging," the official said.

British Foreign Secretary William Hague said Assad and his close associates could not lead any transition. Accountability for war crimes must be part of such a process, he added in his speech to the meeting.

Hague called for the U.N. Security Council to start drafting a resolution next week setting out sanctions against Syria, a move that he noted put him at odds with Russia.

Chinese Foreign Minister Yang Jiechi told the talks the solution lay with the Syrian people, not outsiders, but that Beijing fully supported Annan's mediation.

EU foreign policy chief Catherine Ashton said as she headed for lunch that she was hopeful a good solution would be reached.

The foreign ministers of the five permanent members of the U.N. Security Council - Russia, the United States, China, France and Britain - were all attending the talks along with Turkey, Kuwait, Qatar, U.N. Secretary-General Ban Ki-moon, Arab League chief Nabil Elaraby and the EU's Ashton.

Also present was Norwegian Major General Robert Mood, who headed a failed U.N. ceasefire monitoring mission to Syria and was witness to some of the violence.

Iran, Syria's closest regional ally, and Saudi Arabia, a foe of both Damascus and Tehran and leading backer of the rebel forces opposing Assad, are not represented. Nor is anyone from the Syrian government or opposition.

According to a draft document from Annan, seen by Reuters, the envoy envisages the setting up a transitional government of national unity which can establish a neutral environment for political change. It would have full executive powers.

"It could include members of the present government and the opposition and other groups, but would exclude from government those whose continued presence and participation would undermine the credibility of the transition and jeopardize stability and reconciliation," it said.

That proposal is the stumbling block as it effectively means Assad cannot be involved, which Moscow and Beijing views as imposing a solution. The Syrian opposition also demands that he be barred from any role.

United Nations chief Ban, opening the closed-door meeting, underlined the need to reach an agreement "today".

PATH TO WAR

The Syrian conflict has evolved from peaceful protests against the Assad family's four-decade rule to something akin to a civil war with a sectarian dimension.

The world has condemned the ferocity of Assad's forces' crackdown - including military assaults on pro-opposition areas and mass arrests - but has been unable to halt violence which threatens to draw in the region's religious and political rivalries and alliances.

On Saturday, activists reported shelling in Homs, Idlib and the outskirts of Damascus. At least 16 people had been killed, the British-based Syrian Observatory for Human Rights said.

Syrian forces reentered Douma, near Damascus, after weeks of siege and shelling. Bodies lay in the street and soldiers were carrying out searches in hospitals, activists said. Electricity and water were cut off.

Abo Abdullah, 50, said he and his five children left Douma on Sunday morning fearing attacks by government forces as they swept through the town in search of dissidents.

"I saw at least three bodies on a street corner, some houses were destroyed, others were on fire. Only a few people remained inside the city. Those who can, leave," he said.

"I saw a body on the side of the street and dogs were gathering around it, it was really horrible."

State news agency SANA said security forces were raiding hideouts in Douma of "armed terrorist groups" and had killed, wounded or arrested scores.

Although the government routinely refers to its enemies as foreign-controlled terrorists, Assad himself conceded this week that the country was now in a state of war.

Church raises money for security cameras after arson

A New Orleans East church is raising money to try and get its sense of security back.

Police say an arsonist torched Resurrection of Our Lord Parish earlier this year. That arsonist was never caught.

Now parish officials are holding a raffle to try and raise money to get security cameras and pay for the costs of the damage.

The raffle will run from July 1 through Sept. 30. You still have a chance to buy tickets once the raffle has started. Tickets are $20 and can be purchased by contacting the parish at 504-242-8669.

Among the prizes are Saints tickets and?New Orleans Hornets tickets, as well as a Honda Fit.

Commissioners float 2013 parade concept

After the controversy surrounding Glendale's circus elephant float for the last Tournament of Roses Parade, city commissioners are recommending a design for the next go around that focuses more on industry.

Earlier this month, the proposed 2013 design was unanimously endorsed by the Parks, Recreation & Community Services Commission, setting the stage for review by the City Council, which put the process of picking a float on a shorter leash after animal rights activists took Glendale to task for its 2012 elephant-themed entry.

This time, the float being sent to the council for review puts a spotlight on the main financial sponsors, the Americana at Brand and Glendale Adventist Medical Center.

The concept also includes allusions to the historic Alex Theatre and Glendale's animation industry.

The float features the Americana's red trolley and images of a doctor and nurse to represent the two companies that put up a total of $60,000 for the $99,000 float. It also includes a film roll and animated searchlights.

?This is one of the best concepts I've seen in a long time,? said Parks Commissioner Stephen Ropfogel.

The circus elephant float sparked a flurry of criticism from animal advocates who rallied against the design, at one point protesting in front of City Hall. People for the Ethical Treatment of Animals said the float glorified a circus industry that is cruel to animals.

At the same time, the Glendale Rose Float Assn., which for decades raised money for the float and selected the design without much city intervention, disbanded after City Council members blamed the organization's choice for igniting controversy and said they could have done a better job raising money.

Association members said they were treated as scapegoats.

Glendale nearly exited the Rose Parade altogether after the City Council, facing a deep budget gap, threatened to pull the plug unless the public stepped up to fund the majority of the costs associated with the program.

Business leaders, including Americana at Brand developer Rick Caruso, came to the rescue, sparking an avalanche of donations. About $8,000 in donations were leftover after the city paid for the nearly $90,000 float. The extra money is being used to cover part of the 2013 float.

The City Council has already agreed to front $100,000 for the float with a plan to backfill the spending with money from corporate sponsors.

Community Services & Parks Director Jess Duran said the city is working on getting a third sponsor who could be incorporated into the design to cover the remaining $31,000.

?We're still hopeful,? he said, adding that the sponsor must commit in a few weeks or the city may have to request donations from the community once again.

Sponsors and city officials selected the proposed design out of about 30 options.

?This said ?Glendale' to all of us,? Mari Abrams, Glendale Adventist Medical Center spokeswoman, said at the June 18 commission meeting.

Parks Commissioner Dorothy Sharkey said she was also happy with what she called a beautiful design.

?I know this means a lot to so many people,? she said.

NEW DELHI:?Sania Mirza has accused the India tennis federation of using her as ?bait? to placate doubles specialist Leander Paes as discontent continues to rumble over the country?s controversial selection process for the Olympics.

The All India Tennis Association (AITA) was forced backtrack and field two men?s doubles teams for the London Games after both Mahesh Bhupathi and regular partner Rohan Bopanna refused to play with the country?s top-ranked doubles player Paes.

Last Thursday, AITA defused the row by announcing that Paes would partner Vishnu Vardhan while the Bhupathi-Bopanna partnership would remain intact for the July 27-August 12 Games.

The federation also said Paes would partner Sania Mirza in the mixed doubles, something perceived as a compromise for the men?s doubles world number seven after AITA?s plan to send the strongest men?s team on paper came undone.

??what I find disillusioning is the humiliating manner in which I was put up as a bait to try and pacify one of the disgruntled stalwarts of Indian tennis,? Mirza said in a statement late on Tuesday.

The whole episode reeked of ?male chauvinism?, the 25-year-old added, feeling she had been ?offered as compensation to partner one of the feuding champions to lure him into accepting to play with a men?s player he does not wish to play with?.

?This kind of blatant humiliation of Indian womanhood needs to be condemned even if it comes from the highest controlling body of tennis in our country,? added Mirza, who is based in Dubai following her marriage to former Pakistan cricket captain Shoaib Malik.

AITA president Anil Khanna was not available for comments.

Mirza, who prefers Bhupathi as her mixed doubles partner having won the French Open title together earlier this month, said she was ready to play with whoever she was paired with and it would not affect her performance in London.

??I can assure all my countrymen that I shall never allow these difficult circumstances to come in the way of giving my very best when the Games begin,? she said.

Mirza, who has dropped to 246th in the WTA singles rankings, won her only tournament at the Hyderabad Open in 2005 and was once ranked as high as number 27 in the world.

In my opinion the easiest and fastest way to build muscle is lifting weights in gym. You can ask in your gym for a training plan. Also every gym has a trainer who will instruct you how to workout properly.

So the first step is to get a training plan. After that learn hot to workout properly. Here are some more tips and trick that you must follow.

Do basic workouts

It is weary important to do basic workouts which include many muscle groups. Including many muscle groups means doing basic exercise such as squats, dead-lifts, bench press and chin-ups. These exercises are best for building strength, and more strength means more muscles and muscle mass.

Do low repetitions

My advice would be to keep your repetitions at first 10-15 repetitions. Then after you learned how to workout properly and you muscles and joints get used to training, after about three weeks change your repetitions. Now keep your number of repetitions low, between 6-10 repetitions.

Increase weights that you are lifting

Also, after you learned how to workout properly, you must increase weight you lift. Increase your weight that much that your number of repetitions don t go over 6-10 repetitions. Increasing weights will help you to build more strength and muscle mass.

Diet to build muscles

The right diet is even more important for getting muscles than training. If you diet is bad, you wont get any new muscles, no meter if you are lifting weight. First thing you must do is to eat 4-6 times a day. Eat small meals. At breakfast eat complex carbohydrates. Such as oats. Throughout the day keep your protein intake high. Eat chicken, fish and turkey meat. They are full of proteins and have low fats.

The right combination of training plan, basic workouts, and the right diet will help you to get muscles fast.

5 Numbers Showing Why the Time to Invest on eCommerce in the ...

A decade or two ago, you might have already had the urge to invest in eCommerce. But astute as you are, you must have decided to wait for the right time and perhaps the right place to do it. That time has come. And the right place to do it? Try the United Kingdom.

Here?s why:

1. ?100 billion worth to the UK economy

A report conducted by US-based BCG (Boston Consulting Group) showed that Internet-based business in the UK reached ?100 billion in 2009. That translated to 7.2% of the country?s GDP that year, making it bigger than industries like construction, education, and health & social work, and even slightly bigger than agriculture, hotels & restaurants, and mining, combined. ?100 billion?is certainly huge, but?the market potential of the Internet in UK is even made more evident if you also look at the numbers based on amount spent per capita?

2. # 1 in per capita spending

According to IMRG (Interactive Media in Retail Group), ?the UK?s per capita spend of ?1333 (?1108) per annum? is number one in the world. This shows that people from the United Kingdom are more willing to buy goods from the Internet than other people on the planet. And this alone should tell you why UK is the best place for e-commerce.

But while you?re still pondering whether now is really the best time to invest, bear in mind that competitors who have gone to the Internet before you are already thinking of expanding ?

3. 1.5 million workers in Internet retailing by 2015

Last year (2011), the number of people employed in UK e-businesses was about 730,000. While conducting its second annual e-Jobs index in 2011, IMRG (Interactive Media in Retail Group) found out that it was largely due to a rise in employment in 63% of e-businesses. The study also showed that 60% of e-businesses were also planning to beef up their employees within a year?s time.

While other sectors are shrinking their ?workforce, businesses on the Internet are growing theirs. Were they just speculating? Perhaps not?

4. 50% of parsels during 2016 pre-Christmas peak will come from e-commerce

Last year (2011), parcels coming from e-commerce accounted for 37% of all items sent through UK couriers during the November-December stretch. That volume from e-commerce was 15% higher than the previous year. This remarkable climb, which was reported by Global Freight Solutions (GFS), shows the growing confidence of customers when it comes to buying products online.

If this rate continues, items from e-commerce will easily comprise 50% of parcels by 2016. Chances this rate will continue? Let?s go to number 5 and you be the judge.

5. 66% of all adults made online purchases in 2011

A statistical bulletin published by the ?Office for National Statistics revealed that 32 million people made online purchases in 2011. That actually comprises 66% of all adults in the UK. Significant as that may seem, what is really striking is that that figure used to be 62% in 2010. So again, this proves that the number of people who buy products and services online is steadily growing.

If you really think about it, these statistics should not be surprising. The smartphone is now practically the default mobile device of anyone who owns a mobile phone. And then of course there are laptops and tablets.

With these devices on hand, coupled with the ever growing number of WiFi hotspots and telecommunications bandwidth, gaining access to the Web has never been easier.?It can be done practically anytime, anywhere.

Microsoft accidentally deploys Skype via Win Server update

Network admins to remove network-wide Skype installs

Microsoft has accidentally deployed a Skype update to Windows clients that never had it installed before. The update, via Microsoft's Windows Server Update Services, installed Skype on all connected machines, forcing system administrators to manually remove the software from computers affected by the error.

System administrators typically use WSUS to manage multiple machines over a large network, where numbers of computers are too great to perform updates individually. WSUS allows administrators to minimize the load on the network, controlling which updates get installed onto the network, but admins who allowed machines to receive updates without explicit administrator approval found Skype to be installed as a non-security update early on Wednesday morning.

Microsoft has since marked the update as expired, meaning it is no longer being deployed by the WSUS servers. Administrators affected by the issue have complained about the issue on Microsoft's own support forums, providing a solution for quick network-wide workstation removal of the update. Effective Advice That Will Help You Successfully Build Muscle ...

Watch your cardio workouts if you are trying to gain muscle. Cardiovascular workouts can actually burn muscle, so they should always be done separate from your muscle-building routines. Try to do cardiovascular workouts on a separate day or better yet, take a break from them for a few weeks while you focus completely on muscle gain.

If you really want to start an effective muscle-building routine, consider hiring a trainer. A trainer can help you to get and maintain proper form and can also introduce you to exercises that you might not have considered before. Find one at your local gym or YMCA, and use their services at least twice a week.

Utilize super-sets in your workout regimen. By doing two exercises back to back without resting, the working muscles are placed on a much higher demand. Super-sets typically include opposing muscle groups, which include biceps and triceps. By doing an isolation move after a large compound exercise, additional growth can occur.

Most people use the same repetition speeds for all their workouts. Try something different the next time you are working out and speed up your repetitions. By using faster lifting speeds, you can actually target and work out diverse muscle fibres, some, which may not get stimulated as often.

If you have enough time, consider breaking up workouts into two different sessions per day. For example, you could train your chest in the morning, and then once evening strikes, you can train your back. Resting your body in between lets your energy stores recover better than training both muscles during the same workout.

To build a muscular physique, keep stress in check. Men who are stressed may experience lower testosterone levels, and this hormone encourages muscle growth. In addition, stress increases cortisol levels, and this hormone actually inhibits muscle growth. Teach yourself some relaxation exercises and find other outlets for your stress, and you may reach your muscle-gaining goals even faster.

Perform your lifting regimen every other day. After a vigorous workout, the protein synthesis process can take up to 48 hours to complete. In other words, your body builds muscle for up to two-day post-workout, and working out while your body is still recovering may undo your hard work. Enjoy the day of rest?it will help to maximize your results.

If you would like to build muscle mass and have larger muscles, you need to focus on three basic exercises that will build mass, increase conditioning, and increase strength. These exercises are the squat, bench press, and deadlift. These are critical in your weight-training routine in some form or another.

What you?ve learned here are the first steps to making your life better. They?ll give you the tools you need to build your body in a healthy and effective manner, allowing you benefits you never enjoyed before. Take the time to work hard and build muscle, and the rewards will come in full!

The Art of Infiltration: Literary Circles: Speaking of Self-Indulgence...

For a brief time in college, I was a triple major: English lit, education and creative writing. While I'd like to think it's because I was incredibly ambitious, I think I was more just young/naive to think that being a triple major was a good idea. Either way, it didn't last. I dropped creative writing after taking my one and only creative writing class.

Mr. Full-of-Himself, who was a "published" author, taught the class. His credentials included an instructional text used by our university and a few magazine articles. Mr. Full-of-Himself loved to work in the phrase "as a published author" before offering his opinion in class discussions. When we shared our writing, he would rip us apart. He never complimented us - and we had some really talented writers in that class. As a result, self-indulgence and competition dominated our class environment. We ripped each other apart during critique sessions. We rolled our eyes when others spoke. Admittedly, I couldn't take it, I dropped the major, and I stopped writing.

When I eventually started writing again, I did it for me. I hesitated to enter the literary world - blogging, contests, conferences, even querying. However, in the last few months, I've been floored by the encouragement and loveliness from other writers, bloggers, agents, and authors. I never expected such a supportive community. I didn't anticipate rejection and critiquing to push me to do better, instead of make me want to quit. Maybe it's because I'm older or tougher - I really was quite wimpy in my early years. Hell, while I'm?speaking of self-indulgence?at it, let's add wiser in their too. Either way, I grossly underestimated the literary community.

Thank you to the bloggers, authors, writers, agents, editors, and interns for the encouragement and support I didn't see coming. You are all a wonderful group of people I feel lucky to have come across!

Is it just me? Anyone else have any horrible or wonderful writing community experiences? Please say it isn't just me.

We're live at day two of I/O and the theme of this keynote is all about "Going Google." With this focus on Mountain View's various cloud-based apps, Clay Bavar, Director of Product Management for Google Apps, announced that Docs will now work offline for editing. In the onstage demo, Bavar was able to log into several devices, including a Nexus phone and tablet, to interact and collaborate in real-time on a document. Thanks to the smooth syncing at work, edits made from each device showed up as they were being entered, keystroke-by-keystroke. Now, those edits can also be created without a working internet connection and synced up later. You won't have to wait long, either, to take this offline mode for a test spin, as the feature will be enabled later in the day, with that functionality "coming soon" for presentations and spreadsheets. Titan's tides reveal hidden ocean that could host life

Alien hunters take note: a global water ocean potentially bigger than all those on Earth combined, is sloshing beneath Titan's icy crust.

Combined with the cocktail of organic chemicals already known to exist on Titan, abundant water could make the moon prime real estate for life ? though more work must be done to determine the exact state of the ocean.

Previous studies have painted Saturn's largest moon as a trippy land, replete with lakes full of liquid methane and ethane. Theoretical models and measurements of the moon's electric field have suggested there is liquid waterMovie Camerabeneath its icy surface, too, but the evidence was not conclusive.

Now Luciano Iess of Sapienza University of Rome in Italy and colleagues have analysed measurements of Titan's gravity field taken by NASA's Cassini spacecraft during its six fly-bys of the moon between 2006 and 2011.

Inescapable ocean

When the team looked at how Titan's gravity ? and shape ? changes as it orbits Saturn, they found that gravitational tugs from the planet prompt Titan's interior to deform in a way that suggests it has a tidal ocean beneath its icy crust ? in a similar way that tugs from Earth's moon cause tides in our seas.

The team calculated the liquid's viscosity, and found it is consistent with water. "The conclusion that there is a liquid layer underneath the outer icy shell is almost inescapable," says Iess.

The ocean probably covers most of Titan, the team's calculations suggest. "This is likely to represent a habitat that is at least as large, if not larger, by volume than all the Earth's oceans," says Dominic Fortes, a planetary scientist at University College London, who was not involved in the study.

Fortes reckons that the ocean might contain organic molecules that are necessary for life. Titan's surface is covered in hydrocarbons and there is growing evidence of subsurface hydrocarbon wells .

Rocky bottom

However, Jonathan Lunine, one of the study's co-authors at Cornell University in Ithaca, New York, points out that the best current theories of how life forms require water to be in contact with a rocky surface.

Unlike on Earth, Titan's ocean seems to completely surround the interior of the moon, so the only place this could happen is at the seabed. But Titan's ocean may be so deep that the pressure at the bottom is sufficient for a layer of high-density ice to form between the liquid water and the moon's rocky core, Lunine says, sealing off the water's access to the rock.

Where does that leave Titan in the alien life stakes? Another of Saturn's moons, Enceladus, and Jupiter's moon Europa are thought to have sub-surface oceans too.

"Europa's ocean is most likely to be underlain by rock, but unlike Titan we don't know if there are organics in the Europan interior," says Lunine. "Enceladus has organics and strong evidence for salty liquid water, but we don't know how long-lived its pockets of liquid are. So Europa, Titan and Enceladus are all candidates [to host life] with different plusses and minuses."
